Why
Agents now act, trade and pay on their own. Without identity there is no accountability, no reputation and no way to keep bad actors out. A passport solves this the way it did for people: not by judging behaviour, but by making the actor known.
How it is governed
The operator runs the registry and owns the standard; a council of territory and creator representatives sets rules and pricing policy; territory administrations moderate locally; an arbitration panel hears appeals; a technical committee evolves the AgentID standard.
